In this paper, an evaluation system on industry tec hnological innovation capabilities is set up and th e positive analysis about technological innovation capabilitie s of high-tech enterprises in a certain area are ma de based on factor analysis. The results show that high-tech en terprises in this area have low technological innov ation capabilities, and the endogenous independent innova tion of these industries, as well as the innovation external environment constructions, need to be emphasized.
